The Insurance Council of Australia (ICA) has declared a significant event in the states of Victoria, New South Wales and Northern Tasmania after torrential rain led to another round of flooding.

The states have been struck by a spell of exceptionally heavy rain, which has been attributed to the weather phenomenon La Niña.
