Severe thunderstorm lowering cloud threatens tornado

The southern states of Texas and Louisiana have been struck by heavy rain and flooding brought on by storm Nicholas, now a tropical depression.

The named storm dumped more than nine inches of rain on the city of Houston and left over half a million residents without power.
